<p>&#8220;The policy has had a racially disparate impact, banning nearly 1 in 10 Black Iowans of voting age from voting, <a target='_blank' href="https://www.sentencingproject.org/wp-content/uploads/2016/10/6-Million-Lost-Voters.pdf#page=17" rel="nofollow">according to a 2016 estimate from The Sentencing Project</a>.&#8221;</p>
